Building Bridges Between Cultures: Reflections on Chinese Modernization from Latin America

Good morning, everyone.
It is a great honor to participate in this seminar and to share this space for reflection with all of you.
First of all, I would like to express my sincere gratitude to the organizers for their kind invitation and for the extraordinary hospitality we have received throughout these days. This experience has allowed us not only to visit different cities and development projects, but also to gain a deeper understanding of the vision that drives China’s modernization process.
I represent the International Institute of Government, a global institution dedicated to leadership development and the strengthening of governance. Through our international academic partnerships and cooperation agreements, we carry out educational and knowledge-exchange initiatives across Europe, Latin America, Africa, and Asia, promoting dialogue among cultures and fostering mutual learning from different development experiences.
We work with mayors, council members, legislators, governors, ministers, and public servants from across Latin America. We firmly believe that stronger institutions, better governance, and well-prepared leaders contribute directly to the well-being of citizens and to the sustainable development of our societies.
For this reason, participating in this seminar is especially meaningful to me, as it represents the very values that we promote in our institution: the exchange of ideas, mutual understanding among cultures, and the willingness to learn from one another.
We live in an era in which challenges are increasingly complex and global in nature. Technological transformation, economic development, environmental sustainability, food security, climate change, and the reduction of inequalities are issues that no country can address alone.
In this context, I believe that one of the greatest values of gatherings such as this one is the opportunity to build bridges between cultures and peoples. These bridges help us overcome stereotypes, foster trust, and discover that beyond our historical, cultural, and geographical differences, we share common aspirations: improving the quality of life of our citizens, creating opportunities for future generations, and building more prosperous and sustainable societies.
During these days, we have had the opportunity to visit projects related to industry, technological innovation, energy, agriculture, e-commerce, and sustainability. While these initiatives are diverse in nature, there is one common element that has particularly impressed me: the ability to think and plan for the long term.
From a Latin American perspective, we observe China’s modernization process with great interest. Beyond the differences between our regions, I believe there is an especially valuable lesson in the importance of maintaining a long-term strategic vision.
Many countries in Latin America face the challenge of ensuring that public policies and development projects can transcend political cycles. Changes in government often bring changes in priorities, making it difficult to sustain long-term transformation processes.
For this reason, it is inspiring to observe experiences that demonstrate how consistent planning, clear objectives, and sustained implementation over time can generate significant progress in economic development, infrastructure, innovation, and social well-being.
I also find particularly noteworthy the emphasis placed on sustainability. Economic growth is important, but it becomes even more meaningful when it translates into opportunities for people, quality education, human talent development, innovation, reduced inequalities, and a better quality of life for future generations.
As a Latin American, I believe we have much to learn from experiences that have successfully combined growth, planning, and a long-term vision. At the same time, I believe that learning should always be a two-way process. Every country and every region has valuable knowledge, experiences, and perspectives that can contribute to the global conversation.
Therefore, international cooperation should not be understood merely as an exchange of information. It is also an opportunity to build trust, strengthen human connections, and create lasting partnerships.
At the International Institute of Government, we firmly believe that dialogue among cultures is an essential tool for strengthening governance and contributing to sustainable development. Preparing future leaders requires a global perspective, openness to learning, and the ability to understand different models, experiences, and approaches.
I am deeply grateful for the opportunity to participate in this gathering. I firmly believe that progress is built through mutual respect, cooperation, and a genuine willingness to learn from one another.
Bridges between cultures do more than connect countries. They generate new ideas, new opportunities, and new ways of working together to address the challenges of our time.
I sincerely hope that this seminar will contribute to strengthening the bonds of friendship, mutual understanding, and cooperation between China and the international community. I also hope that the ideas, experiences, and lessons shared during these days will continue to inspire dialogue, foster mutual learning, and create lasting value long after our meetings have concluded.
