David Lammy is arranging a visit to China for September, marking a significant diplomatic engagement within his first 100 days in office as Foreign Secretary. Discussions are underway for a trip to Beijing, signaling the UK’s intent to reinitiate high-level dialogue with China.
Although no specific dates have been confirmed, a spokesperson from the Foreign, Commonwealth and Development Office (FCDO) indicated that the details of Lammy’s travel plans will be officially announced in due course.
Lammy had initially planned to visit China during the summer while Labour was still in opposition, but the trip was postponed due to the general election. Following Labour’s victory, Lammy met with China’s Foreign Minister, Wang Yi, during the Association of Southeast Asian Nations (ASEAN) meeting on July 26.
During this meeting in Laos, Lammy emphasized that the UK government would adopt a balanced approach, cooperating where possible, competing when necessary, and challenging when required.
The UK government is currently conducting a review of its relations with China, as outlined in Labour’s manifesto, which aims to enhance the UK’s ability to address both the challenges and opportunities posed by China.
The last visit by a UK Foreign Secretary to China was in August 2023, when James Cleverly represented the Conservative government. However, the Conservatives faced internal pressure from more hawkish members to adopt a tougher stance on China.
A senior source involved in UK-China relations noted that, apart from Cleverly’s visit, there had been little senior-level engagement with China under the Conservatives. The source highlighted the importance of including China in efforts to reconnect with the world, as emphasized in Labour’s foreign policy under Keir Starmer.
