Ireland’sparliament passes bill banning imports from Israeli settlements

This makes Ireland the first EU member state to implementsuch a ban;however, Spain notablystartedapplying restrictions on imports from Israeli settlements in October 2025.

Ireland’sparliament has voted in legislation  banning imports of goodsfrom Israeli settlements in the West Bank and east Jerusalem.

The Israeli Settlements (Prohibition of Importation of Goods) bill passedits Final Stage in the Dáil Éireann on Tuesday without a recorded division.

The bill intends to ensure Irish compliance withits “international legal obligation”, as identified by the International Court of Justice in itsadvisory opinion of 19 July 2024, whichspecificallyincludes “takingsteps to preventtrade relations that assist in the maintenance of the illegal situation created by Israel in the OccupiedPalestinianTerritory; and for thatpurpose to prohibit the importation of goodsoriginating in certain Israeli settlements.”

The bill statedlyprohibits importation of certain goodsoriginatingfrom Israeli settlements, but does not apply to the importation of goods of a non-commercial nature thatform part of someone’spersonalbaggage and are intended for his or herpersonalconsumption.
