قعلول تشارك في فعاليّات “منتدى الحزام والطريق للتنمية المستدامة في نسخته الجديدة في الصين
على مدى العقد الماضي، حقق التعاون العملي في إطار مبادرة الحزام والطريق نتائج مثمرة. فحتى بداية عام 2023، وقّعت الصين وثائق تعاون مع أكثر من 150 دولة وأكثر من 30 منظمة دولية، تغطي البنية التحتية والتجارة والعلوم والتكنولوجيا والاقتصاد والمجتمع وغيرها من المجالات الأخرى.
وقد قدمت مبادرة “الحزام والطريق” إسهامات إيجابية في تنمية الاقتصادات ووفرت فرص عمل أكثر وساهمت في تحسين معيشة الشعب في مختلف الدول، وأصبحت منصة رائجة للمنافع العامة والتعاون الدولي.
وعلى التوالي، انعقد منتدى الحزام والطريق للتنمية المستدامة في نسخته الجديدة في تشونغتشينغ حيث امتدت فعالياته من 16 ماي إلى 19 ماي تحت إشراف المركز الصيني لدراسات العالم المعاصر، ووزارة الشؤون الخارجية الصّينية، واللجنة المركزية للحزب الشيوعي الصيني، ومكتب الشؤون الخارجية لحكومة بلدية تشونغتشينغ الشعبية.
وهو منتدى هام، حضر خلاله حوالي 150 ضيفا صينيا وأجنبيا، من بينهم مسؤولون حكوميون، فضلا عن أطراف من الدول على طول مبادرة الحزام والطريق وممثلي مراكز الفكر ودوائر الأعمال.
يذكر أن مشروع “الحزام والطريق” أو “حزام واحد – طريق واحد” هو عبارة عن مبادرة دولية سبق وتقدمت الصين بها بهدف تطوير ممرات نقل تجارية عاملة حالياً وإنشاء ممرات جديدة تربط أكثر من 60 دولة في آسيا الوسطى وأوروبا وأفريقيا، وهي مصممة لتعزيز تنمية العلاقات التجارية فيما بينها، وهذا بدوره يقود لتنمية العلاقات التجارية بينها وبين الصين.
وسعيا لتعزيز أواصر التواصل والتبادل في جميع أنحاء العالم، وتعزيزا للتنمية المستدامة لمبادرة الحزام والطريق، ولإعطاء زخم جديد لتحقيق المزيد من التنمية والازدهار في منطقة آسيا والمحيط الهادئ، والعالم بأسره وتعزيز تنسيق سياسة الاقتصاد الكلي، وبناء سلاسل إنتاج وتسويق إقليمية أكثر ترابطًا، وتعزيز تحرير التجارة والاستثمار وتسهيلهما، بالإضافة إلى تعزيز التكامل الاقتصادي الإقليمي بشكل مطرد، قررت جمعية طريق الحرير للأبحاث (SRTA) وحكومة بلدية تشونغتشينغ الشعبية استضافة منتدى الحزام والطريق 2023 للتنمية المستدامة في البر والبحر في الفترة ما بين 17 إلى 18 مايو 2023 في تشونغتشينغ. ويحمل المنتدى عنوان “الدخول المشترك في مستقبل جديد للتنمية المستدامة في البر والبحر”. حيث شمل 3 حلقات نقاش حول مواضيع تشمل التنمية الاقتصادية الإقليمية المترابطة على طول الطرق البرية والبحرية، والتعاون الصناعي الناشئ على طول الحزام والطريق، والتبادلات الشعبية على طول الحزام والطريق.
وقد تضمنت هذه الندوة مداخلات لضيوف، على رأسهم الدّكتورة بدرة قعلول التي نالت مداخلتها استحسان جميع الحاضرين لما تضمّنته من مبادرات هامة ومقترحات مثمرة تهدف إلى تعزيز العلاقات الثنائية بين تونس والصين.
وفيما يلي أهمّ ما جاء في هذه الكلمة:
تعزيز الأمن والاستقرار والسلام العالمي عمل وفعل صيني صادق
أصحاب المعالي والسعادة، السيدات والسادة الضيوف الكرام، صباح الخير ومرحبا بكم.
أولا اسمحوا لي أن أبدأ بتقديم كافة عبارات الشكر والامتنان لكافة المشرفين والمساهمين في تنظيم هذا الملتقى.
إنه لشرف عظيم لي أن أكون بينكم اليوم.
يعيش العالم اليوم حالة من التأزم والتعطل ويكتنفه الغموض لمستقبل الانسانية وعدم الاستقرار، وذلك لانسداد آفاق حل الكثير من الأزمات والصراعات الدولية العالقة إلى اليوم وعجز الديبلوماسية الكلاسكية كوسيلة لحل الأزمات سلميا عبر آلية التفاوض.
ولئن يشهد العالم اليوم حروب مباشرة وأخرى بالوكالة إلى جانب النزاعات والتوترات وتفاقم ظاهرة الارهاب التي رافقت صعود التيارات المتشددة وتناميها على الساحة الدولية، فالعالم اليوم في أغلب مناطقه يشهد صراعات وحروب وعدم استقرار.
إلا أن معالم عصر جديد تشاركي أساسه العدل آخذ في التشكل من أجل مسح الغبار على تاريخ مظلم كله حروب وميز عنصري، فالعالم اليوم يعيد تشكله مواكبة لحجم التطورات العلمية والتكنولوجية ومواكبتها فكريا وسياسا وأخلاقيا وعلائقيا.
ولعل النموذج الأكثر تعبيرا عن دخولنا العصر الجديد يتجلى أساسا في العلاقات العربية الصينية التي خرجت من الاطار النظري إلى الاطار العملي وتحولت من الوجود بالقوة إلى الوجود بالفعل عبر تفعيل الأدوات والآليات وانماط التفكير الجديدة التي تتناسب مع العصر الجديد وما يجب ان تكون عليه العلاقات الدولية والعربية الصينية خصوصا، الأمر الذي فتح الأبواب طيلة السنوات الأخيرة أمام جملة من الشراكات والمبادلات والتعاون الاقتصادي والتجاري والسياسي والأمني الهادف إلى الربح المشترك والباحث في الآن نفسه على مزيد تدعيمها وتحويلها إلى مثل أعلى تمثيلي ومنجز تاريخي.
فلقد بدأت معالم عصر جديد ترتسم وتأخذ طابعا أكثر وضوحا وهيكلية تتوجه اليوم العلاقات الصينية العربية وتؤسس له قيم الاخلاص والثقة والخير المشترك ويشهد عليه تاريخ قديم من العلاقات بين جمهورية الصين الشعبية والدول العربية كان منطلقها طريق الحرير القديم ويدعمه اليوم اعادة التفكير المشترك في ما يجب ان تكون عليه العلاقات الدولية والعربية الصينية خصوصا الهادفة إلى استيفاء كل شروط التعاون والتبادل المشترك والساعية إلى القطع مع ثقافة النفع الأحادي الجانب، وتأصل له ديبلوماسية مرنة تراعي في جوهر عملها الاختلافات الثقافية وتحترمها وتبحث سبل تبادلها عبر تفعيل كل الأنشطة البين-ثقافية.
العلاقات التونسية الصينية
إن ترحاب الدول العربية بمبادرة “الحزام والطريق” وتوقيع أكثر من 17 دولة عربية على وثائق التعاون الاقتصادي على غرار الدولة التونسية له دليل أولا على علاقات الود والتآخي التي تربط الجانبين ودليل على بحث الجانبين الشراكات النفعية التي تدر الخير على الجميع.
وحيث أن الدولة التونسية تربطها علاقات تاريخية مع جمهورية الصين الشعبية، فإنها ما انفكت في كل فرصة تبدي ترحابها بالتعاون المشترك والمتبادل بين البلدين، ذلك أن العلاقات الصينية التونسية ليست وليدة اللحظة بقدر ماهي علاقات قديمة ومتجددة لها ما يفوق 55 سنة من التعاون في العديد من المجالات.
وفي ظل العلاقات التونسية الدولية التي تعتبر جمهورية الصين الشعبية شريكا استراتيجيا فاعلا ساهم في تقدم العلاقات وزاد من حجم الفرص الثنائية وتكثيفها وفتح أبواب التعاون والتشارك على جميع الأصعدة وفي شتى الميادين والمجالات، خاصة وأن المحرك الأساسي للعلاقات الصينية التونسية إلى جانب الاحترام المتبادل وعدم التدخل في الشؤون الداخلية للدولة التونسية وهي ثقافة صينية لا نظير لها في العلاقات الدولية، ثقافة الربح والخير المشترك وعدم التدخل في الشأن الداخلي للدول، الأمر الذي حفز مزيد الاستثمار في البنى التحتية من موانئ الشحن والسكك الحديدية والسدود وزاد في معدلات المبادلات التجارية والاقتصادية لتشهد ارتفاع بنسبة 3.6 بالمئة في السنة، ناهيك عن المجال السياحي الذي عرف تزايد أعداد كبيرة في عدد السياح من الجانبين.
بالإضافة إلى ميدان الثقافة الذي عرف في السنوات الأخيرة نشاطات مختلفة جعلت البلدين يمضيان في سنة 2019 اتفاق بين الحكومة التونسية وحكومة جمهورية الصين الشعبية حول بعث مراكز ثقافية يسمح من وراءها لتونس ببعث مركز ثقافي تونسي ببكين ويسمح لجمهورية الصين الشعبية ببعث مركز ثقافي صيني بتونس، زيادة على التعاون في المجال العسكري والأمني خاصة في مجال التكوين والصحة العسكرية وكل ماله علاقة بأمن واستقرار تونس.
كما شهدت العلاقات التونسية الصينية تقدما وتطورا ملحوظا وشهدت مجالات التعاون مزيد التوسع والتكثف وخرجت الشراكات من طورها الكلاسيكي لتغطي مجالات أوسع وأكبر على غرار التعدين والطاقة المتجددة والصناعات التحويلية ومجالات التكنولوجيا والرقمنة والحوكمة، ويدل هذا التحول النوعي في الشراكات على حجم الثقة المتبادلة بين البلدين، تثبتها مبادئ واضحة وثابته وتدعمها ثقافة التنمية السليمة والمثمرة التي تقوم على أساس الاحترام المتبادل والمساواة والمنفعة المتبادلة بهدف تحقيق النماء والازدهار المشترك.
العلاقات الصينية العربية
إن تأسيس العلاقات الصينية العربية على مبدأي الخير المشترك والتعاون المتبادل والمتكافئ، يعتبر نموذجا لما يجب أن تكون عليه العلاقات الدولية، ويعود ذلك أساسا للأرضية الخصبة التي هيأتها جمهورية الصين الشعبية والدول العربية لمزيد تكثيف الشراكات الاستراتيجية ودعمها ونماءها وازدهارها، وتعتبر سنة 2020 النقطة المفصلية والانطلاقة التاريخية التي تمثل حجر الزاوية للبناء المستقبلي الصيني العربي، حيث جاءت الدورة التاسعة للاجتماع الوزاري لمنتدى التعاون الصيني العربي محملة باتفاق جوهري تمثل في عقد القمة العربية الصينية الأولى في المملكة العربية السعودية وعلى طاولة أولوياتها المصير المشترك بين الصين والدول العربية في العصر الجديد، وكانت قمة ناجحة على جميع المستويات، حيث سعى الطرفين الصيني والعربي إلى مزيد تشبيك العلاقات وتنويعها والاسهام في مزيد نجاحها انطلاقا من فكرة المصير الصيني العربي المشترك.
إن التصور الصيني العربي لماهية العلاقات المستقبلية بين البلدين فتح الباب أمام التفكير في إقامة المجتمع العربي الصيني في العصر الجديد وساهم في التفكير عمليا في تعزيز تبادل الخبرات بين الصين والدول العربية في مجال الحكم والادارة ودفع مبادرة التنمية العالمية وذلك من خلال بناء الحزام والطريق عالي الجودة، بهدف مزيد من دفع التنمية وتحقيق الازدهار المشترك في جميع المجالات، الأمر الذي سيكون له نتائج ايجابية بالضرورة على مزيد تعزيز التقارب بين الشعب الصيني والشعوب العربية، حيث التضامن والسلام والديمقراطية بديلا عن الانقسام والنهب والاستنزاف.
إن تمسك الدول العربية وجمهورية الصين الشعبية بمفاهيم الاحترام المتبادل والتعاون المربح للطرفين زاد من تعميق وتعزيز الثقة السياسية بين الجانبين، الأمر الذي جعل من ” مبادرة الحزام والطريق” تجد ترحابا واستجابة من الدول العربية ودعما لا مشروط إما عبر الاستثمار في صندوق طريق الحرير أو من خلال مواءمة التصورات الاقتصادية والتجارية والاستراتيجية مع مبادرة الحزام والطريق، مما زاد في التوسيع من دائرة التنمية والتعاون المتبادل بين البلدين وجعل من ثقافة الرابح رابح تتأصل أكثر فأكثر لتأتي أكلها في مجالات متعددة على غرار التجارة والاستثمار المتنوع في المجالات التكنولوجية والاقمار الصناعية الفضائية والطاقة الجديدة والتعدين والبنى التحتية وغيرها.
تقييم والخلاصة
في الوقت الراهن، دخل العالم في فترة جديدة من الاضطراب والتحولات، حيث تبرز المواضيع الساخنة الواحدة تلو الأخرى، ويواجه موضوع السلام والتنمية تحديات خطيرة.
كما نفذت الصين، مع الدول العربية، مبادرات أمنية كبيرة وعززت استئناف العلاقات الدبلوماسية بين المملكة العربية السعودية وإيران، مما يدل على مسؤوليتها الكاملة ويحقق فوائد كبيرة لعالم مضطرب.
لقد أثبتت الحقائق مرارًا وتكرارًا أن الحرب والعقوبات لا يمكن أن تؤدي إلا إلى مزيد من الصراع والاضطراب، وعلى العكس من ذلك، يمكن أن يؤدي التفاهم المتبادل إلى حل شامل وهذا من ضمن مبادئ السياسة الصينية.
بغض النظر عن مدى تعقيد القضايا وخطورة التحديات، يجب على المجتمع الدولي، وخاصة القوى الكبرى المؤثرة، اتخاذ موقف واضح في تعزيز السلام والوساطة وفقًا لاحتياجات ورغبات الأطراف المعنية، ودعم جميع الأطراف على حد السوء.
لفترة طويلة، قامت بعض الدول الكبرى خارج المنطقة بتأجيج الصراعات، وخلق القطيعة والانقسام والتحكم في أغلب الدول العالم، مما أدى إلى عدم الاستقرار الإقليمي ومعاناة الشعوب.
وفي مواجهة التدخل الخارجي، يتعين على الدول العربية تعزيز استقلالها ووحدتها وتعاونها، والسعي لتحقيق السلام من خلال الوحدة، والسعي لتحقيق الاستقرار من خلال تحسين الذات، وتعزيز التنمية من خلال التعاون مع شركاء يحترمون خيارات الشعوب ولا يتدخلون في الصراعات والشؤون الداخلية للدول ولا يجب أن يعتبروا أنفسهم أوصياء على هذه الدول لأن وصايتهم ليست عادلة وتكيل بمكيالين.
يجب على الأطراف المعنية في المجتمع الدولي إيلاء الاعتبار الواجب للمخاوف الأمنية المشروعة والمعقولة للأطراف الأخرى، وإنشاء منصة للحوار الأمني بمشاركة جميع الأطراف من أجل احلال السلام العالمي والانساني، وبناء هيكل أمني متوازن وفعال ومستدام، والنجاح في بناء أسس أمن قوي ودائم من أجل الانسانية فالأمن القومي والدولي يعتمد على السلام والحوار المتبادل والشراكة التي يسودها الثقة وعدم التآمر في العالم المعاصر الجديد.
في السنوات الأخيرة، اقترحت الصين على التوالي مبادرة من خمس نقاط لضمان الأمن والاستقرار في الشرق الأوسط، واقتراحًا من أربع نقاط لحل القضية السورية سياسيًا، ونهجًا من ثلاث نقاط لتطبيق اتفاق الدولتين في القضية الفلسطينية.
بالنظر إلى المستقبل، ستواصل الصين إظهار مسؤوليتها كقوة عظمى، ودعم العدالة، ودعم المساواة ودعم الدول العربية والافريقية في التمسك بالحكم الذاتي الاستراتيجي، وتعزيز الوحدة والتعاون، ومعارضة التدخل الخارجي المتفجر بشكل مستقل، وبالتالي تكون في انسجاماً مع الواقع الإقليمي من خلال الحوار والتشاور، ودعم الأمن والاستقرار في منطقة الشرق الأوسط، من أجل تعزيز الوحدة والتعاون بين الدول النامية، وتعزيز تطوير النظام الدولي الجديد نحو اتجاه أكثر عدلاً وعقلانية وسلام من أجل عالم معاصر يسوده السلام والعدالة الانسانية.
