خبراء دوليون يدعون إلى محاسبة كيان الاحتلال على هدمه المتعمد لمنازل الفلسطينيين

دعا خبراء أمميون مستقلون، المجتمع الدولي إلى اتخاذ الإجراءات اللازمة لوقف سياسة قوات الاحتلال الممنهجة والمتعمدة في هدم وإغلاق منازل الفلسطينيين، وتهجيرهم بشكل تعسفي وقسري في الضفة الغربية المحتلة.
جاء ذلك في بيان صدر عن الخبراء* أمس الاثنين، قالوا فيه” إن إسرائيل تقوم بهدم منازل الفلسطينيين وتحرمهم من تصاريح البناء بشكل منهجي في الضفة الغربية، بينما تقوم أيضاً بإقامة مستوطنات غير شرعية”.
وأضافوا:”يبدو أن التكتيكات الإسرائيلية المتمثلة في التهجير القسري للسكان الفلسطينيين وطردهم لا حدود لها”.
وأفادت التقارير بأن قوات الاحتلال هدمت 132 مبنى فلسطينياً في الضفة الغربية المحتلة خلال الشهر الأول من العام الحالي، بما في ذلك 34 مبنى سكنيا و15 مبنى ممولا من المانحين، ما يمثل زيادة بنسبة 135 في المائة مقارنة بالفترة نفسها من عام 2022.
وعبّر الخبراء عن قلقهم بشأن الوضع في مسافر يطّا، حيث لا يزال أكثر من 1100 فلسطيني معرضين لخطر وشيك يتمثل في إخلائهم القسري وتشريدهم التعسفي وهدم منازلهم وسبل عيشهم ومرافق المياه والصرف الصحي. وأشاروا إلى الأوامر التي صدرت من قبل قوات الاختلال لهدم أربع مدارس في المنطقة بعدما هدمت مدرسة ممولة من المانحين في إصفي الفوقا في نوفمبر الماضي.
وقال الخبراء: “إن الهجمات المباشرة على منازل الشعب الفلسطيني ومدارسه ومصادر رزقه وموارده المائية ليست سوى محاولات إسرائيلية للحد من حق الفلسطينيين في تقرير المصير وتهديد وجودهم”.
كما ذكروا أن عشرات العائلات الفلسطينية تواجه أيضاً مخاطر وشيكة من عمليات الإخلاء القسري والتهجير “بسبب أنظمة التقسيم والتخطيط التمييزية التي تؤيد التوسع الاستيطاني الإسرائيلي – وهو عمل غير شرعي بموجب القانون الدولي ويرقى إلى جريمة حرب”.
كما أعرب الخبراء عن قلقهم إزاء تأييد الحكومة الإسرائيلية وتصعيدها لعمليات الإخلاء والهدم العقابية، وغيرها من الإجراءات العقابية المطبقة على مرتكبي الهجمات المزعومين وأفراد أسرهم، مثل إلغاء وثائق الهوية وحقوق المواطنة والإقامة واستحقاقات الضمان الاجتماعي.
وقال الخبراء:” يجب أن تسود سيادة القانون في أي إجراء ضد أعمال العنف.. إن إغلاق منازل عائلات الجناة المشتبه بهم وما تلاه من هدم لمنازلهم يشكل ازدراء أساسياً لمعايير حقوق الإنسان الدولية وسيادة القانون. إن مثل هذه الأفعال ترقى إلى مستوى العقاب الجماعي المحظور بشكل صارم بموجب القانون الدولي”.”
وتأسف الخبراء للإفلات السائد من العقاب، ولا سيما فيما يتعلق بانتهاكات حقوق الإنسان، وجرائم الحرب المحتملة التي ترتكبها القوة القائمة بالاحتلال..
وأضافوا:”لقد حان الوقت لأن تحدد الهيئات القضائية الدولية طبيعة الاحتلال والسعي لتحقيق العدالة والمساءلة عن جميع الجرائم المرتكبة في الأرض الفلسطينية المحتلة”.
كما أكد الخبراء المستقلون أنهم أثاروا مخاوفهم بشأن هذه القضية مع الحكومة الإسرائيلية مرراً، إلا أنهم لم يتلقوا أي رد حتى الآن.
